Most Latvia's non-citizens have declared their place of residence in Riga, Daugavpils and Liepaja
RIGA, Jun 13 (LETA) - At the beginning of this year, the largest number of Latvia's non-citizens living outside Riga had declared Daugavpils and Liepaja as their place of residence, according to information collected by the Office of Citizenship and Migration Affairs (PMLP).
At the beginning of the year, 162,682 non-citizens were declared in Latvia. Of these, 82,175 were declared as residents of Riga, while 9,856 non-citizens were declared in Daugavpils at the beginning of 2026. In Liepaja, 7,796 non-citizens were declared as residents of the city at the beginning of the year.
Latvian non-citizens are persons permanently residing in Latvia who were citizens of the former Soviet Union before its collapse, but have not acquired citizenship of any country since then. Until January 1, 2020, Latvia's non-citizens could freely choose between Latvian non-citizenship and Latvian citizenship for their newborn children.
